Something new for Bucks County kids to do with opening of new museum in New Hope

The Bucks County Children’s Museum opens a new world of whimsy for kids in New Hope this week. The museum was created to give children ages 8 and under an interactive space to explore the culture and history of Bucks County. It is the first youth-themed museum in Bucks County, and one of few in the Philadelphia-area. The opening marks a re-birth for the space that used to house the New Hope branch of the James A. Michener Art Museum.

The museum has a motley assortment of interactive exhibits, all intended to teach young children about Bucks County. One such exhibit is a “replica of a vintage Bucks County train,” where young kids can pretend to “serve (food) in the gallery kitchen,” exclaims Mandee Kuenzle, communications director at the museum. Sticking with transportation, the museum also allows visitors to walk through a 12-foot long replica of a Bucks County covered bridge. Kids can also take advantage of a locally themed archeological dig space, a tree house with science lessons, and a spot to build and race K’nex cars.

Kuenzle vows that local teachers had a sizable role in the creation of each exhibit. Earlier this year, a group of 20 Bucks County teachers took their own field trip to the museum to create curriculum germane to young children. These educators represented some of the biggest school districts in the county, including Central Bucks, Council Rock, New Hope-Solebury, and the Bucks County Intermediate Unit. Kuenzle is quick to add that the assistant superintendent for elementary education at the populous Central Bucks School District serves on the museum’s Board of Directors.

Children should now have more of a place to call home in artsy New Hope, thanks to the museum. Kuenzle cited New Hope’s vibrant arts and culture scene as one reason why the museum decided to hold class in the borough. Kuenzle also expressed a desire to tap into New Hope’s tourist culture, making it clear that her exhibits aren’t merely open for local youth. Other children’s themed activities in and near New Hope, such as the New Hope and Ivyland Railroad and Peddler’s Village should also jive well. New Hope is an interesting location, as it is not centrally located in the county, and is actually closer to parts of New Jersey than some corners of Bucks. 

It is remarkable that the children’s museum is able to open such a comprehensive set of displays in the middle of a recession. Both private citizens and corporate sponsors played a big role in financing. The automotive giant Subaru and Teva Pharmaceuticals both sponsored, while the Bucks/Montgomery Counties chapter of the National Association of the Remodeling Industry donated a whole exhibit. Finally, K’nex gave a large donation towards their exhibit.

Greening of Spring Garden St. could mean a more transportation-friendly arterial

Spring Garden St. is one of Center City’s prime east-west arterials, connecting the art museum on one side with the Delaware River on the other. Yet, there is a pervasive feeling that the four-lane artery is not living up to its potential. Because of this feeling, the Pennsylvania Environmental Council (PEC), in conjunction with Sam Schwartz Engineering and Interface Studios, held a public information session last week to discuss how to create a Spring Garden Street greenway that would better cater it to all forms of transportation.

Many attendees of the meeting represented bicycle interests, which PEC was well-positioned to address as a bicycle and pedestrian trail advocacy group. Speakers at the meeting representing PEC, Sam Schwartz, and Interface announced two options that would make conditions safer for bicyclists, pedestrians, and transit riders. Doug Adams, a project manager at Sam Schwartz, revealed that consultants were looking into buffered bike lanes either in the center median of the street, or curbside.

Given this was the first public meeting for the greenway, there were very few absolutes. There were some areas where consultants were strongly leaning towards a course of action. For example, Adams said both alternatives recommended that the forward travel lanes on Spring Garden be reduced from 12 feet each to 10 feet each. Also, both alternatives call for buffered bike lanes, although it is still up for debate as to whether the buffer will be landscaping, like is being proposed for Market St. and JFK Blvd. in Center City, or a parking lane.

The planning team also expressed a desire to improve conditions for pedestrians and transit riders. Adams said that brighter lighting would likely be included for pedestrians, especially along blocks that can currently feel a little intimidating to walk along. Spencer Finch, PEC’s director for sustainable infrastructure, also previewed some potential conveniences for transit riders. “A connection to the (Broad-Ridge) spur subway might be created at Ridge and Spring Garden,” says Finch.

Consultants are also discussing better stormwater management along the street. Adams mentions bioswales, rain gardens, and porous pavement as techniques that the consulting team is analyzing. One of the more controversial ideas being batted around is the option of eliminating vehicular left-turn lanes, which would force motorists to make three right turns instead. This would be helpful if the public and the consultants decide they prefer the median bike lanes.

This meeting was the first public input session of many to be held. It will be a fairly long process, as speakers said the earliest possible completion date for the greenway will be 2014 or 2015. Finch did re-assure the crowd that there was support for making Spring Garden St. more bicycle and pedestrian-friendly from all city council members who represent the area, as well as from various relevant city agencies. With that in mind, just about every part of the greenway is still up for debate. It’s now up to the people who live, commute, work, and/or shop along the corridor to provide the debate.

Greater Philadelphia on pace to shatter record for multifamily building sales

While the stagnant economy is hurting sales in many industries, it is likely contributing to a bonanza in multifamily building sales in the Philadelphia area this year. In fact, hopeful landlords seem to be gobbling up buildings to rent them as apartments or sell them as condominiums. This is evident both in Philadelphia and its suburbs.

According to Christine Espenshade, senior vice president for capital markets at Jones Lang LaSalle Realty, 2011 multifamily sales have already set a record in the Delaware Valley, with a couple of months left in the year. Espenshade reports that sales have already hit $410 million. Yet, with two months remaining in the year, she predicts sales will touch $500 million. Compared to these figures, the $150 million in multifamily sales in 2010 seems downright paltry.

There are a number of explanations for this explosion in multifamily sales. Espenshade cites a durable growth of rent in the Philadelphia-area, a glut of new supply of apartments and condos, and an educated buyer’s market. Additionally, “With the availability of financing to purchase assets through Fannie Mae and Freddie Mac, investors can borrow sufficient capital for good, long term investments,” says the senior vice president. Finally, one of the more sobering explanations is that more Philadelphians are renting because they can no longer afford to own a house.

Philadelphia’s recent uptick in population bodes well for multifamily sales in the city. Espenshade confirms that a growing number of people are looking to rent apartments or purchase condos in the city because of its retail scene, colleges and universities, and varied employment market. However, this exponential growth isn’t limited to the city. Interestingly, Jones Lang LaSalle says there have more multifamily purchases in the suburbs. A possible reason for this is the sheer size of the Philadelphia Metropolitan Statistical Area (MSA), which includes Camden and Wilmington.

The forecast for multifamily sales remains strong for 2012. Espenshade says rents will continue to rise next year, which should make multifamily investing more profitable. She also sees both private and institutional entities rushing to become involved in the multifamily market next year, which would be a repeat of this year. Most importantly, without any strong signs of economic improvement next year, more and more people likely won’t be able to afford to buy their own home.

From housedresses to seafood to lamps, Chestnut Hill sees a rash of new business development

After seeing a good deal of businesses close, and an influx of banks open, it looks like the Chestnut Hill section of the city is back on the road to retail and dining diversity. In fact, a number of new businesses have opened along Germantown Ave. so far this year, with many more planned. It even looks like the crown jewel at the top of the Hill, the former Borders Books, might soon open a new chapter.

Eileen Reilly, the Chestnut Hill Business Association's retail recruiter, is pumped to talk about the new businesses opening along the avenue. Earth, an eclectic store that sells garden-infused jewelry, candles, and even garden supplies tilled the soil when it opened in March. The owner of Earth, Doug Reinke, proceeded to open Linen, a bedding, bath and baby supply store in May. Not satisfied, Reinke opened a rug and lighting store called "Room Service" earlier this month, a few blocks away from the other two stores.

Reilly also boasts about a couple of "pop-up" stores that will set up shop at the old Magarity Ford dealership in time for the holiday season. One such store is Fete Noel, which is a one-of-a-kind store that vends everything from antique furniture, to toys, to prestigious jewelry, to photography. This "pop-up" store will be open for six days, beginning on Nov. 10th. Another "pop-up" store is Bali to Bala, which returns after an ultra successful debut in Chestnut Hill last year. Bali to Bala features Indonesian arts and crafts, and aims to spread awareness about Indonesian culture.

Yet, according to Reilly the list of stores and restaurants slated to open in Chestnut Hill in the next few months is even more comprehensive. The Iron Hill Brewery is currently being built where clothing stores used to be, with Reilly saying it will open right before New Year's Eve. With this in mind, the big story in Chestnut Hill will continue to be the local independent stores that are opening. A woman's apparel store called Indigo Schuy is expected to open within the next few months, while a locally themed fine dining establishment called Heirloom will begin serving up duck, seafood, and other items.

What many are anxiously looking at is the old Border's Books site at the intersection of Germantown Ave. and Bethlehem Pike. Reilly reveals that a deal is close to being reached between the seller and a client of this parcel, and that it will have an institutional use. Greg Welsh, the owner of the Chestnut Grill and a loud voice on the Business Association, went a step further and said the building will soon become a childcare center for Children of America.

For residents, shoppers, and diners in Chestnut Hill, this new flurry of business openings is surely welcome news. This is remarkable because of the lower sales tax in the surrounding suburbs. "Even though the climate is tough, the energy has changed," says Eileen Reilly. "We're on entrepreneurs brainwaves." While main streets across the region are still mired in a recession, Chestnut Hill's main street seems to have emerged from it.

Exciting changes recommended for bicyclists, pedestrians in West and Southwest Philly

Toole Design and the Philadelphia City Planning Commission held two open houses earlier this month to present an exhausting list of bicycle and pedestrian improvements to West and Southwest Philadelphia. The Planning Commission is recommending that a myriad of different types of bicycle lanes and sidewalk enhancements be created in the west and southwest sections of the city.

Dan Goodman, a senior planner at Toole Design, envisions a West and Southwest Philadelphia where bicyclists and pedestrians are put on an even field with motorists. To achieve this, Goodman plotted buffered bike lanes, non-buffered bike lanes, and specially marked lanes to be shared by 2- and 4-wheeled modes of transportation. The audience at the University City open house was tantalized by Toole's vision for buffered bicycle lanes on Belmont Ave. and Lindbergh Blvd. "Belmont and Lindbergh might have enough room to put a bike lane and buffer," says Goodman.

Goodman says that Toole is also examining putting "sidepaths" on City and Island Aves. What's a "sidepath," you ask? He explains that a sidepath is a sidewalk for bicycles that is ideally constructed on a street so heavily traveled by autos that removing a lane is impractical. The design firm in also researching uphill bicycle lanes and downhill shared lanes on certain West and Southwest streets, such as 65th St. Finally, Goodman reassures bicyclists that West Philadelphia's Vine and Pine Street bike lanes will probably be moved away from the bus lane.

While bicyclists were a large part of Toole's study, the designers also drafted ways to make West and Southwest sidewalks more hospitable to pedestrians. Currently, "sidewalks are in such poor condition in some areas that they're deemed missing," concludes Goodman. Goodman said the Planning Commission is especially interested in fixing sidewalks around train stations and bus hubs.

It's important to note that there's no guarantee anywhere near all of the bicycle and pedestrian recommendations being made by Toole and the Planning Commission will be implemented. At the University City open house, the deputy transportation commissioner in the Streets Department, Steve Buckley, attended to give a realistic assessment of the plan's chances for success. Buckley made it clear that there was no certainty that every recommendation would actually happen. The deputy commissioner did divulge that money gleaned from red light cameras would go toward re-striping bike lanes.

Toole Design and the city are studying West and Southwest Philadelphia as part of the second phase of their Pedestrian and Bicycle Master Plan. The first phase represents most of the city's population, and covers Center City, South, Northwest, and most of North Philadelphia. The rest of the second phase is comprised of Northeast Philadelphia, communities around the Delaware River, Olney, and East and West Oak Lane. Two additional open houses will be held this week, with one in Juniata and the other in the far Northeast.

Friends of Seger Park Playground uses $500K from city to become more kid-friendly

The Friends of Seger Park Playground have been feverishly looking for funds to make their park at 11th and Lombard Sts. a destination for Center City and South Philadelphia children. They’re looking to improve their play equipment and install a sprayground, both of which cost a handsome amount of money.

It looks like the playground will be able to move forward with its first phase of improvements, thanks to a $500,000 grant from the city. This is in addition to a $50,000 donation from Jefferson Hospital. Adrienne Kenton, co-president of the Friends of Seger Park Playground, predicts construction will commence during the summer of 2012. In the words of Kenton, one of the biggest changes will be that all of the play equipment will be moved into one area on the 11th St. side. This would include a “dedicated tot lot,” says Kenton, which would be tailor-made for kids who are "barely crawling."

The second component of the Friends of Seger’s dream is the repair of a water sprayground that currently doesn't work. The playground held a competition to create a design for the sprayground, which was won by six designers from Kansas. The victorious design is called Fluid Scape, and includes two walls, a bench, and over a dozen water jets. This is meant to be a complement to the other playground equipment for children. Regrettably, the Friends are still $350,000 short in their quest to raise enough cash for the sprayground. Kenton assures that she and her cohorts are busy trying to identify sources of funding.

Kenton underscores why it's so important that Seger Playground be amenable to children. "So many families are opting to stay in Center City," says the co-president. Indeed, Center City is seeing a noticeable amount of young families who want to raise children in the city. This, coupled with parents rearing young children a few blocks south in South Philadelphia, should ensure plenty of use for the renovated playground. Right now, the only thing sitting in the way is $350,000.

Race Street Connector debut a sign of movement on vast Delaware River waterfront plan

The Delaware River Waterfront Corporation (DRWC) is embarking on an ambitious plan to make it easier to get to and from the Delaware River. To do this, they have identified three connector streets that will receive bicycle, pedestrian, lighting, and artistic improvements. These streets are Race and Spring Garden Sts., and Columbia Ave. On Thursday, DRWC will unveil the enhanced sidewalks, lighting, and artwork along Race St.

One of the most eye-catching changes to the Race St connector beneath I-95, which runs between Columbus Blvd. and 2nd St., will be a 24-hour-a-day projection of the Delaware river on four LED screens. These screens will be hooked up to cameras along the river, which will capture every wave, boat, and aquatic animal, and be able to shift on account of lighting conditions. Tom Corcoran, president of DRWC, explained that this will be a technique to help bridge the gap between the river and the rest of the city. This river projection is the product of artists Richard Torchia and Aaron Igler, and was the winning entry in a competition by the city's Office of Arts, Culture, and Creative Economy.

Corcoran says that other updates to this section of Race St. include the installation of colorful "high-impact" lighting, the widening of sidewalks to better suit pedestrians, a more navigable intersection with the I-95 entrance, and the striping and painting of a bicycle lane on the north side of the street. The lighting and sidewalk improvements will be on display starting this week, while the roadwork and bicycle lane will be part of a second phase of work to be completed later. All of this is part of Corcoran’s dream to make Race St. an inviting, not intimidating, conduit to the Delaware River via foot, bike, or car.

While Corcoran is elated at the work being done with the Race St. connector, his vision extends beyond one street. The next connector between the river and the rest of the city that his corporation plans to improve is Columbia Ave., which leads to Penn Treaty Park and the river. Not wasting any time, this project is being done on a "rush basis," says Corcoran. This effort is a collaboration with PennDOT, and involves plenty of consultation with Fishtown neighborhood groups over artistic elements that capture the unique qualities of the neighborhood.

Similarly, the Waterfront Corporation plans to work with the Northern Liberties Neighbors Association (NLNA) to make the Spring Garden St. connector to the Delaware River more bicycle and pedestrian amenable, more luminous, and more artistic. Corcoran gives Spring 2012 as a probable start date for this. Another element of this project may be a push to get SEPTA to increase service frequency on routes that use Spring Garden St., including the Routes 25 and 43. Corcoran intimated that DRWC will make an effort to lobby for increased bus service, along with light rail service in the median of Columbus Blvd. in the coming decade.

Community groups LOOK! to spruce up Lancaster Ave. through art

If you’re strolling along Lancaster Avenue between 35th and 40th Sts., you probably notice something looks different. In fact, you’re right, as Drexel University, the University City District, and other community groups have partnered on a two-month art exhibition running through Nov. 30 called LOOK!.

There are three main components to LOOK!, which are art displays in the windows of unused buildings, group art events in galleries or public spaces, and performances open to anyone. The most omnipresent of these components is the art that now adorns the fronts of vacant buildings. According to University City District’s Mark Christman, there are thirteen such displays. These displays speak to the corridor’s history as well as the resiliency of the community, and include audio and visual artwork.

Additionally, the opening night of LOOK! Featured some fascinating performances. This included a dance exhibition that wound its way down Lancaster Ave. called Dances for Imaginary Places Barely There. The troupe made sure to modify its dance routine depending on the unique culture of every block. The opening night also saw some theatrical shows, which examined American culture, mental illness, and burlesque.

The University City District believes the success in organizing LOOK! is a great sign for the Lancaster Avenue corridor.

"The fact that community members, landlords, neighborhood institutions, and artists were able to successfully collaborate on a project of this scale is clearly a strong sign of the broader commitment to continue to transform the Avenue," says Christman. "Lancaster Avenue is clearly a great ‘main street’ in the making."

Christman builds on the "main street" theme by lauding the neighborhood farmers’ market, nascent galleries, cafes and dining establishments, and fencing academy. He says it only made sense to run a community arts show given how much is already going on with the avenue. While Christman is unsure as to whether LOOK! will ever be done again, he did say that community groups will make sure to analyze how art can beautify public space.

When the involved organizations announced they were seeking artists to participate in mid-July, they received an overwhelming response. Despite giving artists just three weeks to submit proposals, they received about 200 requests. Christman acknowledges how creative many of the proposals were, but says "we ultimately put together a panel that included representatives from neighborhood institutions, community members, and even two Pew Fellows."

Center City District's park improvements garner international honor

The Center City District's work on three Center City parks have drawn an IDA Merit Award from the International Downtown Association, a global advocacy group for livable urban centers.

With the help of more than a dozen city and state agencies, foundations and neighborhood groups, CCD made $4.57 million in improvements at Aviator Park and Three Parkway Plaza/Cafe Cret along the Ben Franklin Parkway and Chestnut Park at 17th and Chestnut St.

Aviator Park's new design created a "town green" for gatherings of all sizes. Three Parkway Plaza's renovations included paving, a granite seating wall, benches, plantings of trees and seasonal flowers, pedestrian-scale lights and a 1,200 square foot cafe and information center. Chestnut Park's original gates and concrete tiered fountain were conserved and landscaping was improved.

The award was presented at IDA's annual conference in Charlotte, NC last week.

Still hope for City Council passage of zoning code re-write by year's end

Philadelphia’s Zoning Code Commission unveiled a new timeline that they hope will lead to a modernized zoning code during a six-hour public hearing in front of City Council. The public certainly got to weigh in, as 40 different people signed up to testify, split into thirteen panels of three or more people at a time.

The barrage of public comment not withstanding, the Zoning Code Commission (ZCC) announced its strong desire to pass a new zoning code in City Council by the end of the year. Perhaps no one is more eager to see a new zoning code before the year’s end than Eva Gladstein, the Executive Director of the ZCC. Gladstein is cautiously optimistic about the odds of success. "A number of members of City Council expressed their interest in passing a new zoning code before the end of the year, and we believe that while the timeline is tight, it is achievable," says Gladstein.

From the look and sound of the hearing, City Council members and public testifiers -- including community group leaders, developers, and environmentalists -- support most parts of the zoning code update. However, there are a few sticking points among City Council and the public that might impede the ZCC deadline.

Councilman Bill Green, who many believe may run for mayor some time in the next decade, has raised many of the questions and concerns on City Council. He clarified his concerns by releasing a set of 10 amendments that he feels are necessary for the proposed zoning code re-write. At the hearing, Green complained that his office had not received a revisable copy of the zoning code proposal. Both Gladstein and Alan Greenberger, Acting Deputy Mayor for Planning and Economic Development and a member of the ZCC, claimed they did send the document. 

One of Green’s concerns is that the proposed zoning code does not adequately restrict potentially harmful industry from going into residential neighborhoods. Some of the community groups present seemed to agree with this, as well as other aspects of Green’s amendments. Another complaint, voiced by the East Falls Community Council, was that there was insufficient, albeit improved, participation from community groups in the re-write.

With this in mind, the politicians and the public seemed ready to proceed with an improved zoning code. Speaker after speaker seemed to delight in commending the ZCC for its hard work in drafting sorely needed zoning reform. Even hesitant City Council members, like Green and Brian O’Neill, acknowledged that the zoning code needed to be modernized. Thus, it's not if, but when the zoning code reform will pass. Many hope it will be by year’s end, but that’s not a guarantee.

Goal! DVRPC examines how a Chester train station can best serve soccer fans and office workers

Don’t let Chester, Delaware County’s suburban location fool you; it’s a patchwork of neighborhoods afflicted by crime and poverty. Just in the past couple of weeks, Chester saw six people shot and a man commit suicide after a traffic stop by ingesting cocaine. With those woes in mind, the Delaware Valley Regional Planning Commission (DVRPC) recently undertook a study analyzing how a train station can connect fans of the Philadelphia Union soccer team that plays there, office workers, and perhaps even future Chester residents.

The DVRPC study, called the “Chester Riverfront and Community Rail Access Study,” researched how Chester’s currently struggling Highland Avenue Station can better serve residents, visitors, and workers. Presently, “Highland Avenue is one with (a) very low number of boardings (84 boardings per day in 2009) and might be considered a candidate for closure under other circumstances,” says Dr. Joseph Hacker, manager in DVRPC’s Office of Transit, Bicycle, and Pedestrian Planning.

Yet, the Union’s soccer stadium, PPL Park, stands in the way of closure, as does the recently built office complex Wharf at Rivertown. Due in large part to these destinations, DVRPC looked into rebuilding a station at Highland, or moving the station to one of two nearby locations, Townsend/Engle Streets or Flower Street.

Hacker thinks a rebuilt or relocated Highland Ave. train station could be a catalyst for some new housing development, which is something not often heard of in Chester. Specifically, Hacker points to Rivertown as an area that could be ripe for new housing. “It is my understanding that SEPTA would be eager to partner on a new station if there was a coterminous development supporting a new investment,” said DVRPC’s manager. “A $27 million investment (the cost to build a new station) is not warranted by the weekly soccer ridership.”

According to DVRPC, distance and accessibility to PPL Park and the Wharf at Rivertown are two of the greatest factors that went into the study. Accessibility is defined as “the legibility and the safety of the path between the station and the respective destination,” in the words of Hacker.

In fact, DVRPC’s current Transportation Improvement Program (TIP) addresses the Chester study. Both the Flower and Townsend/Engle St. sites have improved pedestrian crossings over a freight line leading to the PPL Park and Rivertown programmed into the TIP. As for the Highland Ave. site, there is a TIP item concerning signage and streetscaping there, to make for a better walking environment.

While Chester continues to be plagued by high crime and low incomes, a train station might lay down the track for the resuscitation of the suburban city. While a rebuilt or relocated Highland Ave. Station would be a good thing for Union fans and office workers, it could be a marvelous thing for residents.

Philly's not casino-free, but Casino-Free is still very much alive in Philly

Casino-Free Philadelphia is planning to commemorate the one-year anniversary of Sugarhouse Casino in September with a new anti-gambling campaign. This campaign will focus on the amount of SugarHouse patrons who have taken out a line of credit to support their gambling.

"500 people have taken out a line of credit at SugarHouse," complained Kaytee Riek, the director of Casino-Free Philadelphia, an anti-casino group in Philadelphia that formed in 2006. Riek dramatizes her point by saying that the minimum line of credit is $500, which is quite a sum of money for many Philadelphians.

Casino-Free Philly is calling their campaign "quicksand credit," which is an analogy to how rapidly money can disappear when its gambled. "Quicksand credit drives people to addiction," said Riek. Riek is especially concerned about the affects of gambling on low-income players. "Preying on poor people is not a way to get customers."

This is simply the latest campaign held by the anti-gambling group. In 2010, Casino-Free orchestrated a "reclaim the riverfront" campaign, which focused on safety and jobs. One hallmark of this campaign was the formation of a casino town watch to document SugarHouse's tactics to attract patrons. Before SugarHouse opened, the advocacy group concentrated on convincing investors and elected officials to reject the proposed SugarHouse and Foxwoods casinos.   

The campaign is slated to be unveiled on September 23, which is one year after the opening of SugarHouse. With so many potential low-income Philadelphia gamblers living near SugarHouse, this promises to be an interesting campaign.

Meet the parklet, Philly's newest public space effort

It's a park that fits in a pickup truck. Philadelphia's newest public space initiative, The Parklet, made its debut on Aug. 4 in University City. Flanking the sidewalk on 43rd Street at Baltimore Avenue, the 40-foot long decked platform functions as a highly flexible seating area that takes the place of about three parked cars. The seasonal structure, made of Trex, steel and wood, can be disassembled into its 4'x6' component parts and loaded into the back of a University City District truck.

"West Philadelphia in general is open to innovation and new ideas," remarked State Representative James Roebuck, on hand for the dedication. The Parklet experiment is slated to continue, with three more planned in spaces to be determined. According to designer Jules Dingle of the Center City firm DIGSAU, the next one will be on Lancaster Avenue, but the others have not yet been sited.

The intersection of 43rd and Baltimore is heavy with pedestrian traffic, thanks to Clark Park. The popular Green Line Cafe, with its own outdoor seating, is at the same southeast corner as the Parklet, and  the new seating appears to be an extension of the cafe, but officials were quick to point out that the Parklet is open to the public. "It really is a front porch in many ways," said Deputy Mayor for Transportation and Utilities Rina Cutler. The design quotes elements of the new Race Street Pier, added Prema Katari Gupta, UCD Director of Planning and Economic Development. The Parklet idea originated in San Francisco and New York, and UCD put a Philadelphia spin on an imported idea, according to Gupta.

At a cost of $10,000 in materials and a design fee that adds about 10 percent to the total, the Parklet is a quick and easy way to create convivial space. Designer Dingle explained that while the configuration of the present parklet is meant for cafe tables and chairs, potential add-ons include bike racks and fixed tables and benches, which may figure in to future versions.

Transforming Philly's waterfront, one public comment at a time

Consider it crowdsourced city planning. The Delaware River Waterfront Corporation's Master Plan is open for public comment until August 26. Since June 13, when the summary report was released, Master Planning Manager Sarah Thorpe says about a hundred comments have come in, and the entire effort has been a significant public process. "Urban planning has changed a lot over last 30 years," says Thorpe. "Today, people are very interested in how the environment develops. We are addressing different problems and a different demographic."

Essential to the new master plan is access. It's not your 18th century waterfront model. When I-95 was built, the Philadelphia stretch of the Delaware river was an aesthetically bereft industrial zone best left to longshoremen. Interstate 95 is a huge barrier, says Thorpe of the 1960s era public works project that was once considered a beneficial rampart. "People didn't want to live next to a sugar factory or a coal yard." Now, she says, the highway keeps residents from what they want. The main point of the DRWC's master plan is to make 95 less of an impedance.

Philadelphia 2035, the citywide planning effort, is underway, but Thorpe says the waterfront couldn't wait. While there are actually 47 streets that cross over or under the interstate, "it's more of a perceived barrier in peoples' minds."

The new plan creates connections in two ways, says Thorpe: by adding destinations to  the riverbank, and by making connections more attractive through lighting and landscaping. Several early action projects, the Race Street Pier and Washington Avenue Green, were completed during the Master Plan design phase as a way to give the public a glimpse of the future.

As far as feedback, Thorpe says comments have ranged from overarching issues like density, boat access and parking, to small problems like typos in the document. After the August 26 deadline, Thorpe and team will compile public input, make judgement calls on priority, and expect to release the final revised version in October. But, stresses Thorpe, it will be a living document, subject to accommodation and change.

Center City's newest skyscraper seems set for construction after appeasing skeptics

Philadelphia might very well get its newest skyscraper next month. At least this is what the Chicago development firm John Buck Company says. In fact, it looks like everything is a go for John Buck's proposed 34-story apartment tower at 2116 Chestnut Street.

While support for the tower is relatively widespread, not every supporter is thrilled with the design of the skyscraper. One group that is skeptical about the design is the Center City Residents Association. The association is especially critical of the developer's change in design, pointing to a garage that's being proposed as a negative. "We wanted it to be wrapped in active use, but they removed this with the re-design and added a garage," said Center City Residents Association president Adam Schneider.

With this doubt in mind, Schneider expressed appreciation at how John Buck dealt with interested parties. While they initially seemed reluctant to work with neighbors, "they shifted into a cooperative mode," said Schneider. He attributed the initial reluctance to simply not being used to Philadelphia's level of community involvement. With this in mind, Buck Co. refused to speak to us until September.

Another group that lauded the developer's willingness to work with community members was the Preservation Alliance of Greater Philadelphia. "I would like to express appreciation to the John Buck Co. for earlier contribution commitments made to support the needs of the adjacent churches and to a community project selected by CCRA (Center City Residents Association)," says John Gallery, the executive director at the Preservation Alliance.

Interestingly, the Preservation Alliance was initially one of the most opposed groups to the tower, on the grounds that it would result in the razing of the historic Sidney Hillman Medical Center. They were actually in the process of appealing city Historical Commission and Zoning Board of Adjustment decisions that paved the way for the skyscraper. However, they were heartened by Buck's cooperation with neighborhood and preservation causes, and decided to drop the appeals in December, 2010.

Thus, for a city that hasn't seen a new skyscraper since the Comcast Center, it looks like Philadelphia is about to get a little taller.
